Jackson Jr. steps down

Jesse Jackson Jr. has resigned from Congress. Multiple reports say the Chicago Democrat submitted his resignation to House Speaker John Boehner today. Jackson hasn't been on Capitol Hill since the beginning of June due to treatment of bipolar disorder.  He's also under federal investigation for alleged campaign finance fraud.  Jackson was working on a plea deal with prosecutors. He was re-elected to Congress earlier this month.
