State Fiscal Outlook Grim, Despite Tax Hike



Illinois' financial outlook still looks grim.  Comptroller Judy Baar Topinka released her quarterly report, which says the state's unpaid bill backlog has grown by $2 billion, compared to this time last year.  That's despite the income tax hike which was implemented last year. 

The extra money from the hike was supposed to pay down the backlog of unpaid bills but Topinka says lawmakers have found other ways to use the cash.  Topinka also says potential shortages in the fiscal year 2013 budget further cloud Illinois' fiscal future.
