Governor Pat Quinn gets a failing grade when it comes to handling the state budget and taxes. The Cato Institute used statistical data to grade governors on their taxing and spending records.
Those who have cut taxes and spending the most receive the highest grades, while those who have increased taxes and spending the most receive the lowest grades. Four Republican governors were awarded an "A", and Quinn joins four other Democratic governors who got a failing grade.
