Utilities are allowed to raise rates to recoup the cost of upgrading their grids, but Ameren's initial smart-grid upgrade was rejected. It's re-tooling its plans, but another delivery rate decrease could take place in January if it's also rejected.
Ameren says based on revenue requirements, Ameren Illinois had requested rates be lowered by 19.3 million. The ICC ordered they be lowered by 48.1 million. The new rates will be in effect through the end of 2012. Ameren has requested a rehearing.
Leigh Morris from Ameren also says the ICC failed to follow the direction of the Ilinois House of Representatives in HR 1157. Morris says the resolution clearly states the ICC is misapplying the law with regard to the determination of revenue requirements.
