Noll has proposed eliminating all new spending until the state’s debts are paid and has laid out reform plans for both the Illinois pension system and Medicaid.

Springfield City Alderman Steve Dove, who's also running for the 50th State Senate seat, says Illinois employers want stability in their government, they want the Illinois budget fixed and a plan to rid the state of its enormous debt.  Dove says the governor has once again put the spending cart in front of the unpaid for pony.  He says Governor Quinn has some suggestions worthy of debate but has to offer up ways to take care of the state's fiscal problems and not add a half a billion dollars on in spending. 

During the State of the State Address Wednesday Governor Quinn launched several programs as part of his Illinois Jobs Agenda that include tax credits and incentives.  Many lawmakers wonder how the state can fund these programs while operating in a massive deficit and being behind with its bills.
