Mayor Calls Special Meeting in Wake of Potential Open Meetings Violation

Springfield Mayor Mike Houston has called a special meeting to quell any notion the city may have broken Open Meetings Laws.

The city this week passed, on emergency passage, a benign resolution to benefit the Abraham Lincoln Presidential Library and Museum — but didn’t properly advertise that would happen. Ward 6 Alderman Cory Jobe still isn’t sure if the city acted improperly, but it doesn’t hurt to be safe.

“You get 100 attorneys in a room, you’re going to get 100 different answers,” said Jobe, noting the conflict between the city’s corporation counsel Todd Greenburg and Springfield media law attorney Don Craven. “Just to make sure we’re 100 percent accurate in how we pass ordinances, this is how we’re going to move.”

Craven sent a letter to Greenburg saying he thought moving an item from first reading to emergency passage on the same night was improper. Craven cited an Adams County case where a similar deviation from a public body’s agenda resulted in an OMA violation.

Jobe says the item was supposed to be on emergency passage but was put on first reading accidentally — likely a clerical error.
