Council: Proposal to Out-Source Vehicle Parts Supply Needs More Study

Despite a legal review of an ordinance to contract-out the parts supply operation for the city’s vehicle fleet, council members unanimously voted to send the proposal back to committee during last night’s city council meeting.

Some aldermen felt a bid process should have been used. Springfield Corporation Counsel Todd Greenburg says the use of a national contract available to the city is legal and financially prudent.

“We have followed a competitive solicitation process by our ability to go with the State of Illinois which in turn, has entered into a compact with the State of Minnesota,” says Greenburg.

NAPA would stock and distribute parts for the city’s new consolidated maintenance facility.  The Houston administration estimates more than a million dollars would be saved over the course of the 3-year contract.

Houston says aldermen are “micro-managing” the proposed contract and every delay is costing the city money because they cannot consolidate their garages into a new facility until the issue is resolved.
