Budget Starts Moving Through Senate

Now that Illinois senators have seen what sort of budget can pass the House, it’s their turn to take a look at a spending plan for the fiscal year that starts July 1.

Saturday is the planned adjournment of the General Assembly.

In an appropriations committee hearing, Sen. Dan Kotowski (D-Park Ridge) sounded a cautionary note about interfund borrowing.

“This one-time infusion of revenue – next year, that revenue will not be available. We’re just borrowing it for this existing year,” he said. “Those liabilities will continue to grow.”

The budget, absent a tax increase, relies on borrowing and delay. Sen. Matt Murphy (R-Palatine) says it’s the same stuff, different day.

“They can’t help themselves on the spending, so they’re going to borrow money, they’re going to use the same one-time tricks which they’ve used for years,” Murphy said.

And, in line with how 2014 has gone at the Capitol, service providers and other advocates for people in need were in evidence.

“Where are the seniors going to go if we don’t have the money to supply the services?” asked Bob Tieman of the Illinois Community Care Program Homecare Providers. “My fear is they’re going to wind up in institutions.”

The House passed the estimated $35.7 billion spending plan Tuesday.
